Advocate Supervisor

Summary

CASA of Warren & Forest Counties trains and provides quality volunteer advocates for children who are involved in the child welfare system as a result of abuse and/or neglect. Volunteers advocate for services the children need in order to achieve permanency in a safe and nurturing home. Reporting directly to the CASA Executive Director, the Advocate Supervisor will be responsible for the recruitment, supervision, training and retention of CASA volunteers and coordination and management of volunteer activities and caseloads.

Responsibilities

Case Management:

Responsible for reviewing and assigning new cases to CASA volunteers and providing support through the entire lifecycle of the case to ensure that children involved with the CASA program receive sound advocacy and early permanency planning. Duties include:

Preparing and distributing assignments, documents and materials to the volunteers.

Assisting in the development of advocacy plans for each case.

Attending and participating in all critical meetings and related court hearings, providing assistance and supervision of CASA volunteer court reports, court attendance, and testimony.

Maintaining a monthly calendar of all scheduled hearings on all cases and notifying CASA volunteers of upcoming hearings.

Upon case closure, update electronic records with all relevant information, collect all papers and information relating to the child/case from the CASA volunteer, prepare a “Release from Case” form and have it signed by the CASA volunteer. Store all case-related records in safekeeping.

Participating in agency case conferences.

Maintaining timely and thorough case records on each case and CASA volunteer.

Attending, if requested, first home visits with every newly assigned CASA volunteer and as necessary thereafter.

Develop professional working relationships with the local child welfare agency, legal professionals, court staff, and social service agencies to facilitate interagency collaboration.

Volunteer Supervision and Retention:

Responsible for supervising CASA volunteers during their tenure with the organization. Duties include:

Maintaining regular contact, documented through the case management system or other means, with CASA volunteers (minimum once per month).

Ensuring that all volunteer activities comply with the CASA mission, applicable state and federal laws and standards, and the confidentiality policy.

Supervising CASA volunteers in preparation of court reports and recommendations and with volunteer knowledge, edit/revise as needed.

Assisting with training and orienting new CASA volunteers and ensure CASA volunteers complete the required training to stay compliant.

Participating in the evaluation of volunteer performance annually and/or upon case closure.

Maintaining volunteer files in accordance with National CASA/GAL standards.

Volunteer Recruitment and Community Awareness:

Responsible for the recruitment of potential volunteer advocates by maintaining a presence in the community and community platforms. Duties will include:

Representing CASA at community events and on public platforms utilizing social media outreach and engagement, public speaking and facilitation of information sessions.

Participating in the screening and interview process for potential volunteers including reviewing applications, tracking submission of necessary paperwork, and conducting interviews.

Contributing to the success of CASA program events by planning activities, communications, advertisements, etc.

Program Development:

Ensuring relevant data is entered accurately into systems.

Compiling statistics on all active cases, including outcome measurement, demographics, and placements.

Actively participating in staff meetings and board meetings as requested.

Attending and assisting with all volunteer appreciation events, in-service training, and other functions coordinated by the CASA program.

Assisting in public speaking, community outreach, and community committees as needed.

Collecting and developing case success stories and challenges to be shared in monthly board and staff meetings, newsletters, or on social media.

Professional Development:

Adhering to all program policies and serving as the public face of CASA of Warren and Forest Counties.

Keeping confidentiality at the forefront of all interactions with staff, volunteers, and court-appointed professionals.

Developing a yearly self-development plan in partnership with the Executive Director.

Attending conferences and workshops as assigned in your professional development plan.

Actively participating in an annual performance review by proactively documenting and sharing milestones and achievements with your supervisor.

Other: All other related duties as assigned.

Required Training:

Complete the initial 30-hour National CASA/GAL volunteer pre-service training within six (6) months of hire.

Participate in 12 hours of continued education training annually.

Other Requirements:

Able to flex work hours to meet the needs of the organization, including working occasional weekends and evenings.

Successful completion of FBI fingerprint clearance, Pennsylvania Child Abuse History clearance, National Sex Offender registry clearance, and Pennsylvania State Police background check is a condition of employment.

Must have access to a vehicle, be willing and able to travel, and possess a valid driver’s license/insurance.

Qualifications:

Bachelor’s degree preferred in a social service-related field or at least three years experience in the child welfare system, social services, volunteer coordination/supervision, or equivalent experience. Experience working with volunteers is preferred.

Ability to communicate with, supervise and empower volunteers to enable them to be successful in their roles.

Ability to build community awareness and network with other community agencies.

Comfortable with and willing to engage in public speaking.

Knowledge and understanding of issues and dynamics within families in crisis relating to child abuse and neglect is a plus.

Prior experience advocating on behalf of clients in conflictual situations is a plus.

Excellent interpersonal, writing, time management skills, and computer skills.

Willingness to travel as needed.
